Dangerous Goods Inspector on Maritime & Inland Water Transport (DGI)

A Dangerous Goods Inspector on Maritime & Inland Water Transport (DGI) is a government regulatory official or an independent inspector or surveyor. The head of the inspection body within the enterprise carries out its activities in compliance with the basic principles of the ISO 17020 standard.

When performing his duties, the inspector is guided by the requirements of international conventions, codes, standards, as well as the requirements of national legislation, in particular, Resolution of the International Maritime Organization A.1119 (30) “Procedures for Port State Control, 2017”, adopted on December 6, 2017 on the 30th session of the Assembly of the International Maritime Organization, Order of the Ministry of Transport of Russia dated August 15, 2012 N 310 “On approval of qualification and other requirements for persons exercising state port control” (registered by the Ministry of Justice of Russia on September 7, 2012, registration N 25406), etc.

As part of his activities, the inspector performs a large number of functions, including monitoring compliance with licensing requirements for enterprises transporting dangerous goods and carrying out loading and unloading operations in relation to them, checking that the company’s personnel have the proper knowledge and practical skills in handling dangerous goods, checking the correctness of the classification of dangerous goods being processed, their proper shipping names and the assignment of packaging groups, control of the correct choice at the enterprise of means of containment for specific dangerous goods, checking that the appropriate markings, hazard signs (large hazard signs) and orange plates (if applicable) are applied correctly to packages and cargo transport units, quality control of the packing of dangerous goods into cargo transport units and their securing, monitoring the correctness of the actions of the enterprise personnel in receiving and opening cargo transport units, including fumigated, containing asphyxiating refrigerants, flexi-tanks, availability and correctness of actual flow charts for handling dangerous goods, etc.

In addition to studying the requirements for employees of inspection bodies, the basic training program for Dangerous Goods Inspectors includes the study of the main international documents regulating the transport of dangerous goods in maritime, inland waterway transport, as well as in intermodal transport, first of all such as UN Model Regulations for the Transport of Dangerous Goods, Globally Harmonized System of Classification and Labeling of Chemicals, Guidelines on UN Tests and Criteria, International Maritime Dangerous Goods Code (IMDG Code), Regulations to the European Agreement Concerning the International Carriage of Dangerous Goods by Road (ADR), Regulations to the European Agreement Concerning the International Carriage of Dangerous Goods on Inland Waterways (ADN), Annex 2 “Transport of Dangerous Goods” to the Agreement on International Goods Transport by Rail, Regulations Concerning the International Carriage of Dangerous Goods by Rail (RID), International Convention for Safe Containers, 1972 (CSC), IMO Recommendations on the safe transport of dangerous goods in port areas and related activities, etc.

Training sessions are conducted by experienced teachers and experts who have extensive personal experience in working with dangerous goods in maritime and inland waterway transport.

Training programs before the start of classes can be adjusted and agreed upon with customers depending on the characteristics of specific administrations of seaports and inland waterways and other control and supervisory authorities, including customs authorities.

Based on the results of certification by the International Dangerous Goods and Containers Association (IDGCA), graduates receive advanced training certificates and “Dangerous Goods Inspector on Maritime & Inland Water Transport” certificates of international standard. Certificates issued by IDGCA are protected by patent.
