Specialist for oil and LNG terminals
Within the framework of the training course "Specialists for oil loading terminals and LNG terminals", specialists from among the management, engineering and rank-and-file personnel of enterprises that transship liquid hydrocarbons and LNG are trained.
Within the framework of this direction, the following training programs are being implemented:
- Fundamentals of safety of technological operations at an oil loading terminal (40 academic hours for management and engineering staff, 24 academic hours for rank-and-file employees);
- Fundamentals of safety of technological operations at an LNG terminal (40 academic hours for management and engineering staff, 24 academic hours for rank-and-file employees).
The course programs include the study of various international regulatory documents, in particular, the UN Model Regulations on the Transport of Dangerous Goods, the European Agreement concerning the International Carriage of Dangerous Goods by Inland Waterways (ADN), the International Convention for the Safety of Life at Sea (SOLAS 74), the International Convention on the Prevention of Pollution from Ships (MARPOL 73/78), the International Safety Guide for Oil Tankers and Terminals (ISGOTT), the rules and recommendations of the Oil Companies International Maritime Forum (OCIMF) and other international regulations and standards. In addition, the Russian regulatory framework applied in the field of transportation of petroleum products and LNG by sea is studied.
Candidates for training must have a higher or secondary specialized education, or at the time of training they must be trained in programs of higher or secondary specialized education. Upon completion of training, course graduates who have successfully passed the exam receive certificates of advanced training of the established form. Graduates from among the management and engineering staff who have studied under the programs " Fundamentals of safety of technological operations at an oil loading terminal" or "Fundamentals of safety of technological operations at an LNG terminal " and have sufficient experience at the terminals may, on their personal applications, be nominated for certification by the International Dangerous Goods and Containers Association as advisers for the safe transportation of dangerous goods. The validity period of the adviser's certificate is 5 years.
