The person responsible for the transportation and handling of dangerous goods on road transport
The person responsible for the transportation and handling of dangerous goods on road transport must have the knowledge and practical skills that are formulated in Chapter 1.3 of the ADR (Regulations to the European Agreement Concerning the International Carriage of Dangerous Goods by Road). His functions include the following: - ensuring proper training of personnel involved in loading dangerous goods onto vehicles and unloading them;
- planning cargo operations with dangerous goods;
- checking the correctness of the classification of dangerous goods being processed, their proper transport names and the assignment of packaging groups;
- checking the serviceability of the vehicle and its readiness to transport dangerous goods;
- ensuring the approval of specialized vehicles for the transportation of dangerous goods;
- selection of means of containment for specific dangerous goods;
- checking the correct application of appropriate markings, danger signs, large danger signs and orange plates on packages, cargo transport units and vehicles;
- control of the stowage of dangerous goods in cargo transport units and their securing;
- control of the correctness of actions for opening cargo transport units, including fumigated, containing asphyxiating refrigerants, flexi-tanks;
- loading of dangerous goods onto vehicles, including specialized ones;
- unloading dangerous goods from vehicles;
- preparation and/or examination of transport documents for dangerous goods and written instructions;
- checking the availability and serviceability of special equipment of the vehicle, which must be on it in accordance with ADR requirements;
- checking the availability of functioning of standard personal protective equipment at workplaces;
- checking the availability and serviceability of stationary and portable fire extinguishing equipment;
- checking the presence and functioning of gas analyzers to monitor the composition of the atmosphere in the working area;
- preventing incidents with dangerous goods and eliminating their consequences;
The volume of the training program “The person responsible for the transportation and handling of dangerous goods on road transport” is 40 ac. hours.
Based on the results of certification in the International Dangerous Goods and Containers Association, graduates receive certificates of advanced training and certificates “The person responsible for the transportation and handling of dangerous goods on road transport” of an international standard, which are recognized by Russian competent authorities and foreign companies.
