The person responsible for the transportation and handling of dangerous goods on maritime and inland water transport
The person responsible for the transportation and handling of dangerous goods on maritime and inland water transport must have the knowledge and practical skills that are formulated in Chapter 1.3 of the IMDG Code (International Maritime Dangerous Goods Code) and in the corresponding chapters of the international regulation governing the transport of dangerous goods by related modes of transport: ADR (Regulations to the European Agreement Concerning the International Carriage of Dangerous Goods by Road), ADN (Regulations to the European Agreement Concerning the International Carriage of Dangerous Goods on Inland Waterways), transportation of dangerous goods by inland waterways), Annex 2 to the Agreement on International Goods Transport by Rail, etc.
His functions include the following:
- ensuring compliance with licensing requirements for enterprises transporting and handling dangerous goods;
- ensuring compliance with licensing requirements for enterprises transporting and handling dangerous goods;
- planning cargo operations with dangerous goods;
- checking the correctness of the classification of dangerous goods being processed, their proper transport names and the assignment of packaging groups;
- selection of means of containment for specific dangerous goods;
- checking that the appropriate markings, danger signs (large danger signs) and orange plates (if applicable) are applied correctly to packages and cargo transport units;
- control of stowage and securing of dangerous goods in cargo transport units;
- control of the correctness of actions in opening cargo transport units, including fumigated, containing asphyxiating refrigerants, flexi-tanks;
- loading of dangerous goods onto sea vessels of various types;
- unloading dangerous goods from sea vessels;
- preparation and/or examination of transport documents for dangerous goods;
- transshipment of dangerous goods from one vehicle to another during multimodal transportation;
- checking the availability and functioning of standard personal protective equipment at workplaces;
- checking the availability and serviceability of stationary and portable fire extinguishing equipment;
- checking the presence and functioning of gas analyzers to monitor the composition of the atmosphere in the working area;
- preventing incidents with dangerous goods and eliminating their consequences.
The volume of the training program “The person responsible for the transportation and handling of dangerous goods on maritime and inland water transport” is 40 ac. hours.
Based on the results of certification in the International Dangerous Goods and Containers Association graduates receive certificates of advanced training and certificates “The person responsible for the transportation and handling of dangerous goods on maritime and inland water transport” of an international standard, which are recognized by Russian competent authorities and foreign companies.
