Company official responsible for safe operation of port hydraulic structures


The main requirements for ensuring safe operation of hydraulic structures are formulated in the Federal Law № 117-FZ "On the safety of hydraulic structures" dated July 21, 1997. This legislative act formulates the general requirements on the basis of which the safety of hydraulic structures is ensured.
Article 9 of this Federal Law defines the responsibilities of the owner of a hydraulic structure and (or) the operating organization. In accordance with legislative requirements, employees, including heads of organizations carrying out professional activities related to the design, construction, major repairs, operation, reconstruction, conservation and liquidation, as well as technical maintenance, operational control and current repair of hydraulic structures, must be duly certified.
Port hydraulic structures occupy a special place among hydraulic structures. Requirements for marine and inland water transport infrastructure facilities, including port hydraulic structures, are contained in the Technical Regulations on the Safety of Marine Transport Facilities, approved by RF Government Resolution № 620 dated August 12, 2010, and the Technical Regulations on the Safety of Inland Water Transport Facilities, approved by RF Government Resolution № 623 dated August 12, 2010.
A key role in ensuring the safe operation of port hydraulic structures belongs to company officials appointed responsible for this type of activity. These persons organize the operation and repair of equipment of hydraulic structures, floating craft, and diving equipment, monitor hydraulic structures, promptly identify faults, pre-emergency situations and develop measures to eliminate them.
The official of the company responsible for safe operation of port hydraulic structures draws up lists of defects for equipment withdrawal for repair, participates in the acceptance of equipment from repair, develops technical reports on the operation of hydraulic structures, on diving operations, develops measures to improve the operation of hydraulic structures, technology, mechanization and automation of repair work. This specialist also develops regulatory and technical documentation for the operation of hydraulic structures and their repair, monitors compliance with the standards for the discharge of harmful substances into open water bodies and storage facilities, organizes the safe storage, transportation, use and neutralization of harmful substances. He ensures compliance with safety standards and rules during operation and repair of hydraulic structures, compliance with rules for the operation of floating craft, diving equipment, and compliance with labor safety rules during diving operations. He monitors the timely conduct of briefings and testing of personnel knowledge of the rules for the technical operation of hydraulic structures, labor protection rules and solves many other important tasks.
Mastering the training program "Company official responsible for safe operation of port hydraulic structures" with a volume of 40 academic hours, developed by experts of the International Dangerous Goods and Containers Association and implemented at the International Staff Training Center, allows managers and specialists of organizations operating port hydraulic structures to improve their qualifications in a fairly short time to a level that ensures the ability to successfully solve the tasks outlined above.
Course participants who pass the final exam are presented for certification at the International Dangerous Goods and Containers Association, after which they receive international certificates.
