Loading Master of Marine Chemical Cargo Transshipment Terminal
Training of the Loading Master of Marine Chemical Cargo Transshipment Terminal category is carried out taking into account the provisions of the International Convention for the Safety of Life at Sea SOLAS 74, International Convention for the Prevention of Pollution from Ships MARPOL 73/78, the International Safety Guide for Oil Tankers and Terminals (ISGOTT) and the Recommendations on the Safe Transport of Dangerous Cargoes and Related Activities In Port Areas. The Loading Master of Marine Chemical Cargo Transshipment Terminal performs the following main functions:
- carries out general management of cargo operations from the terminal and coordinates their execution with the administration of the chemical tanker;
- in emergency situations, coordinates the actions of the crew of the chemical tanker and shore personnel and, if necessary, is on board the chemical tanker;
- represents the terminal during mooring operations and determines the position of the chemical tanker at the berth upon completion;
- agrees the notice of the chemical tanker’s readiness for loading;
- together with the representative of the chemical tanker, signs a time sheet, which records sequentially all production operations and unproductive downtime that occurred during the entire stay from the moment the tanker arrived at the port until it departed for the voyage;
- participates in the preparation of the cargo plan;
- signs, together with the representative of the chemical tanker, a safety control sheet on the ship and on shore. At the same time, with the permission of the border and customs authorities, a loading master can arrive on board a chemical tanker to check its readiness for cargo operations;
- manages the preparation for carrying out cargo operations, their execution and ensures their design modes, paying special attention to the preparation of manifolds, loading arms, hoses, pumps and tanks for work with chemical liquid cargoes (inertisation, safe removal of generated vapors, compliance with gas grounding requirements and etc.);
- ensures the safe conduct of final operations after completion of work with chemical liquid cargoes and bringing the equipment to its original condition;
- participates in sampling for chemical analysis, measurement and calculation of a batch of liquid chemicals released from tanks, as well as a batch of chemical liquids loaded onto a chemical tanker.
The Loading Master of Marine Chemical Cargo Transshipment Terminal may be assigned additional responsibilities in special cases (for example, in calm conditions, when a thunderstorm approaches, loss of power to the terminal equipment, pollution of the water area, rupture of booms, etc.).
If necessary, the Loading Master of Marine Chemical Cargo Transshipment Terminal draws up a protest notice regarding an unforeseen delay in operations.

Based on the results of certification in the International Dangerous Goods and Containers Association, graduates receive advanced training certificates and “Loading Master of Marine Chemical Cargo Transshipment Terminal” certificates of international standard, which are recognized by Russian competent authorities and foreign companies
