Development of Emergency Response Plan for Containment and Elimination of Accidents at Hazardous Industrial Facilities

In accordance with the requirements of RF Government Resolution № 1437 dated September 15, 2020, Emergency Response Plans for Containment and Elimination of Accidents at Hazardous Industrial Facilities (ERP) are developed for hazardous industrial facilities specified in paragraph 2 of Article 10 of Federal Law № 116-FZ "On Industrial Safety of Hazardous Industrial Facilities" dated July 21, 1997.

ERPs are approved by the heads (deputy heads) of organizations operating hazardous industrial facilities (HIFs), or by the heads of separate subdivisions of legal entities (in cases stipulated by the regulations governing such separate subdivisions). Emergency response plans (ERPs) are approved by the heads (or deputy heads, whose job responsibilities include coordinating response plans) of professional emergency response services or professional emergency response teams deployed to contain and eliminate the consequences of accidents at hazardous industrial facilities.

ERPs consist of general and specific sections. Specific sections (emergency response plans) are developed based on the information contained in the general sections of the ERPs and define the sequence of actions in the event of an accident at a hazardous industrial facility in accordance with the requirements established by federal industrial safety regulations and standards.

The International Dangerous Goods and Containers Association (IDGCA) and its subsidiaries, including the International Staff Training Center (ISTC), have accumulated an extensive experience developing ERPs for various enterprises. The quality of ERPs meets established requirements, as evidenced, in particular, by the fact that they are always approved by professional emergency response teams without revision.
